Grace Betancourt Powers is a partner at DL Partners with deep expertise in transactional and regulatory matters. Her practice involves purchase and sales transactions, mortgage refinancing, HPD mortgage and regulatory subordinations and real estate tax incentives programs. She also represents entities on commercial leasing and corporate restructuring matters.

Powers’ representation highlights include securing a RPTL Section 421-a real estate tax abatement for the 480-unit Ruby Chelsea, which contains a mix of affordable and market-rate apartments, and was developed by woman-owned urban real estate company MAG Partners.

She also served as co-counsel on a building loan for a prominent property in Lower Manhattan. The financing supports capital improvements and the conversion of non-residential floor area to residential use, generating over 700 units, of which 25% will be affordable.

Powers is recognized as an industry thought leader, actively contributing to public-private discussions concerning the city’s development landscape. She has also taught continuing education seminars for real estate brokers on a range of property law and development topics.

These are some of the reasons why Grace Betancourt Powers received Connect CRE’s 2025 New York & Tri-State Lawyers in Real Estate Award. The award celebrates real estate attorneys who have distinguished themselves in their practice and the larger community.
