As a principal with Foster Garvey, P. Stephen DiJulio focuses on litigation involving state and local governments, particularly in the provision of utility and other public services. His casework has included a successful defense of the Seattle Seahawks stadium project and a legislative referendum, as well as a water fluoridation program. DiJulio successfully prosecuted a utility corridor acquisition.

DiJulio presents regularly to organizations, including the Washington State Bar Association section programs, the Association of Washington Cities, the Washington State Association of Municipal Attorneys and the International Municipal Law Association. Additionally, he has presented at 42 of the 43 Annual Civil Service Conferences for Washington local governments and hosted the program for more than 20 years.
