Joel Behrens Leads $3.5 Billion DFW Development Pipeline for TCC and HSR
Joel Behrens has helped make Trammell Crow Company (TCC) and High Street Residential (HSR) among the most active multifamily developers in North Texas.
Joining TCC in 2008, he began leading HSR’s DFW business in 2012 and has since executed more than 10 million square feet of office, multifamily and mixed-use development. In 2025 alone, HSR broke ground on more than 1,250 apartment units and 102 townhomes across the region.
Behrens was named market leader for TCC Dallas-Fort Worth in December 2025, where he oversees the market’s development and investment activities, including approximately $2.5 billion in projects under way and another $1 billion in the pipeline.
Among his highest-profile projects is the one-million square-foot, mixed-use Knox Street development in Dallas. The project includes the 27-story, 186-unit Lora, along with office, retail, a hotel and condominiums. Construction is nearing completion, with residential deliveries expected later this year.
Behrens also played a central role in HSR’s 394-unit Mockingbird Station development, which incorporates underutilized DART land into a transit-oriented mixed-use community. The project won Best New Multifamily (Urban) at the D CEO Commercial Real Estate Awards and a Dallas Business Journal BRED Award for Best Urban Multifamily.
Behrens is a board member of the Knox Public Improvement District and is involved with the Uptown PID. He previously served on the McKinney Avenue Transit Authority board.
