Sean Burton Steers Cityview Through $7 Billion in Multifamily Investments

As CEO and co-founder of Cityview, Sean Burton has spent 23 years building the firm into a vertically integrated multifamily investment and development platform. Under his leadership, Cityview has invested approximately $7 billion in more than 150 projects and developed and operated nearly 20,000 units nationwide.

Recent development highlights include the entitlement of 6136 Manchester, a 489-unit mixed-use project in Los Angeles’ Westchester neighborhood, and the delivery of Apollo, a 265-unit transit-oriented development in Gardena.

The company also opened an office in New York City in 2025.

Burton has used his development expertise for community recovery. Following the 2025 Los Angeles wildfires, he co-founded Genesis Builders with Montage Development’s Stephen Ross to help homeowners rebuild through a turnkey process that included insurance, permitting, design and construction.

Burton will chair the Los Angeles Chamber of Commerce in 2027 and previously chaired the Los Angeles Board of Airport Commissioners. During his tenure there, the organization oversaw the $20-billion modernization of LAX.

He has received recognition from the Los Angeles Business Journal and GlobeSt.

These are some of the reasons why Sean Burton was selected to receive ApartmentBuildings.com’s AB 100 Developer of the Year Award, which recognizes those who demonstrate creativity, skill and success in the multifamily industry.
