Philip Rizzo Oversees Liberty Military Housing’s 36,000-Home Portfolio

Philip J. Rizzo has led Liberty Military Housing since joining the organization in 2012. The company’s CEO relies on his experience as an Army veteran and real estate executive to oversee a 36,000-home portfolio that serves military families nationwide.

Under his leadership, Liberty has made substantial investments in improving and expanding military housing. In August 2026, the company opened two new communities totaling more than 300 homes. Meriwether Landing at Joint Base Lewis-McChord in Washington includes 212 duplex-style homes and represents a $130-million development. Mariner’s Row in Hampton Roads, VA, includes 64 newly constructed townhomes and is part of Liberty’s broader $150-million Mid-Atlantic reinvestment initiative.

Rizzo also oversaw Liberty’s transition to an employee stock ownership plan (ESOP), making it the first military housing provider and largest property-management firm in the country to offer the benefit.

In the community, Rizzo serves as vice president of the Infinite Hero Foundation’s board, supporting programs for veterans with service-related injuries. He also has participated in the organization’s 22 Miles to Break Boundaries Hero Run, including running 44 miles in one weekend to raise awareness of veteran mental health and suicide prevention.

These are some of the reasons why Philip Rizzo was selected to receive ApartmentBuildings.com’s AB 100 Developer of the Year Award, which recognizes those who demonstrate creativity, skill and success in the multifamily industry.
