Angela Testa
Led procurement/vendor optimization plan, generating $20 million in NOI improvement

Angela Testa is Executive Vice President of Property Operations at American Campus Communities, where she oversees all aspects of property management, facilities, capital planning and onsite retail services across a national 171-property student housing portfolio. She leads a team of over 2,300 employees to ensure high-performance operations, resident satisfaction and consistent service delivery across more than 130,000 student beds.
Testa spearheaded company-wide initiatives that strengthened financial outcomes and team engagement. For example, she led a procurement and vendor optimization framework that generated approximately $20 million in NOI improvement while preserving service quality. She also implemented a regionally structured maintenance model to improve response time, service consistency and cost control.
She mentors ACC team members and serves on internal committees focused on team recognition and operational design. Testa actively participates in CoreGiving service events, working to promote these initiatives among colleagues to help combat food insecurity. She and her team helped lead the Hi, How Are You Project (HHAYP) efforts for the company, a wellness initiative focused on fostering open conversations about mental health and well-being among college students.
