Troutman Pepper Locke Partner Dameon Rivers is part of a team that closes thousands of multifamily and charter-school financings annually — leveraging institutional scale with creative problem-solving.

He is an expert with balance-sheet lending, Fannie Mae’s Delegated Underwriting and Servicing (DUS) product line, and Freddie Mac’s Capital Markets Execution (CME) program.

Rivers also handles affordable housing financings supported by 4% and 9% Low-Income Housing Tax Credits (LIHTC). He structures multistate, multi-property pooled transactions, bridge loans, construction loans, and complex acquisition/refinancing deals. His clients include commercial banks, community development financial institutions (CDFIs), mortgage lenders, and public/private partnerships.

He mentors younger attorneys, especially those from historically underrepresented backgrounds, helping them develop the technical skills and confidence to take on high-impact deals.

Rivers is active in the National Multifamily Housing Council and the Mortgage Bankers Association’s Commercial/Multifamily Future Leaders Program. He is a Leadership Council on Legal Diversity Fellow and has been named a Minority Corporate Counsel Rising Star. He is quoted regularly in industry publications on the evolving challenges of affordable housing finance and the necessity of creativity in the sector.
