Pioneered use of multi-tiered condominium regimes for digital infrastructure
As a Partner with DLA Piper, Brian Winterhalter focuses on digital infrastructure. He deals with how hyperscale data center campuses are structured, financed and delivered nationwide. In this effort, he pioneered the use of multi-tiered condominium regimes—a legal framework leading to flexible ownership, phased delivery, and scalable development for some of the nation’s most ambitious data center projects.
Winterhalter is representing Pacific-Ashburn Campus LLC, a joint venture formed in partnership with Blue Owl Capital, for the development of a $5-billion hyperscale data center campus in Chesterfield County, VA. The campus will be leased to CoreWeave. He is also leading the conversion of the former AOL headquarters in Ashburn, VA, into PowerHouse Pacific, a $1-billion hyperscale data center campus.
Other matters include advising Beale Infrastructure on hyperscale data center expansions in Tulsa, OK, and representing PowerHouse Data Centers in its successful rezoning and special exception approval for the Arcola Grove campus in Loudoun County, VA.
