Ben Graff

Ben Graff is a partner with Quarles & Brady. He is an experienced Arizona land use and zoning attorney. Graff, one of the preeminent lawyers furthering creative downtown infill development, has championed unique land-use cases and zoned and entitled projects, including luxury multifamily, senior living, affordable housing, industrial, office and mixed-use developments.

Notable highlights include authoring one of the first planned unit development applications approved by the City of Phoenix. He also provides ongoing representation of one of the largest and fastest-growing instant grocery/delivery companies, confirming zoning, permitted land uses and compatibility of over 1,000 locations nationwide before acquisition or leasing.

Graff also obtained significant zoning and land use entitlements and approvals for a green energy supplier to authorize a photovoltaic solar and storage facility on approximately 4,785 acres of land in La Paz County, AZ.

He’s been recognized by the Best Lawyers in America and Chambers U.S.A. and is the namesake for the University of Arizona’s Benjamin W. Graff Award for Public Service. He was an elected official to the Central Arizona Water Conservation District Board, Regent Emeritus with the Arizona Board of Regents, and a board member of the Valley Partnership (where he also served as VP Legislative Committee chair).

Graff received his law degree from the University of Arizona James E. Rogers College of Law.
