Morgan Gallagher Leads Entitlements for 2,500-Unit California Housing Project
Morgan Gallagher, a partner at Cox, Castle & Nicholson, is a land use attorney advising developers, property owners and investors on complex projects throughout California. Her practice covers entitlements, zoning, environmental compliance and land use litigation, including matters involving CEQA, the Subdivision Map Act and the Coastal Act.
Gallagher currently serves as lead counsel on a 2,500-unit residential project in Banning and on projects comprising thousands of additional housing units statewide. She also leads entitlement work for a 100-key boutique hotel in Riverside County.
Her recent work includes securing entitlements for a 280-unit mixed-use development in Simi Valley that includes affordable housing, retail space and a community park. She has also led approvals for controversial projects, including a 150,000-square-foot retail center in Los Angeles County and a 100-acre residential development in Orange County.
Gallagher mentors associates and paralegals and co-leads a program providing practical training for attorneys. She also co-leads the firm’s marketing and business development committee and produces educational programming on land use and housing.
She serves on the boards of The Salvation Army Orange County, Tustin Community Foundation and Building Block Foundation Fund. Gallagher is an Urban Land Institute Orange County/Inland Empire Advisory Board member and chair of its Women’s Leadership Initiative.
Her professional recognition includes GlobeSt.’s Women of Influence, Best Lawyers recognition for Land Use and Zoning Law, and Orange County Business Journal’s Leaders of Influence: Women in Law.
These are just a few reasons Morgan Gallagher is among the California Connect CRE 2026 Women in Real Estate Award winners. The award honors the achievements and inspirational stories of women who have reached respected leadership positions and taken on mentorship roles.
