Seattle City Council Rejects Transformation Impact Fee

The Seattle City Council has passed the 2024 budget and voted 5-4 to reject a proposal for a transportation impact fee on commercial real estate development for new housing. The fees were seen as a way to shift some of the burden onto developers and provide an alternative to increasing property taxes. However, concerns were raised that enacting the fees could drive up the cost of housing and hinder development in a city already facing a housing shortage.

The vote was controversial and pushed through by departing council members bypassing the normal process. The vote does not necessarily end the possibility of transportation impact fees in the future.

Impact fees are commonly used in other cities in Washington, but Seattle has been considering their implementation since 2014. Estimates suggest that using these fees could raise between $200 million and $750 million over 10 years.
