Transit Improvements Pause Due to Congestion Pricing Delay 

The Metropolitan Transportation Authority (MTA) board has voted to pause transportation improvements following Governor Kathy Hochul’s suspension of the congestion pricing program. MTA Chairman Janno Lieber indicated that without the expected $15 billion in revenue from toll funds, significant projects like the second phase of the Second Avenue Subway and full ADA compliance are being postponed. Lieber expressed disappointment but reassured that the $500 million in congestion pricing hardware already installed will be maintained for future use. 

Congestion pricing aimed to charge passenger vehicles entering Manhattan below 60th Street around $15 per day, generating an estimated $15 billion for the 2020-2024 capital program. The decision to pause the program, announced just weeks before its scheduled start on June 30, has stirred controversy, with speculation about political motivations influencing the move. 

Approximately $16.5 billion in projects, including accessibility improvements, signal modernization, and infrastructure upgrades, are now deferred due to funding uncertainties. The impact on MTA’s debt servicing and potential federal grant withdrawals remains a concern, with further details expected at upcoming board meetings.
