State Seeks to Cut Construction Red Tape, Delays, and Expenses
Gov. Jerry Brown’s 2017-18 fiscal spending plan incorporates measures designed to increase new housing. The proposed legislation would expedite the permitting process and create incentives to meet housing goals.
Last year, the administration floated a proposal that would have streamlined the permitting process, which was defeated by the Legislature. The latest plan seeks a bill package with the same basic provisions that would create incentives for local governments to lower fees and streamline the lengthy building approvals process.
It would reduce regulatory hurdles and fees related to housing construction. At the same time, reward local governments with funding and other incentives if they meet housing goals, while penalizing those that don’t make changes, since housing construction would be tied to infrastructure funding.
The budget proposal includes $3.2 billion in state and federal funds for affordable housing construction, and provides assistance for homeowners, as well as addressing homelessness.
