State Board Approves Demolition of Harvey-Flooded 2100 Memorial Drive

Hurricane Harvey flooded 2100 Memorial Drive, a 197-unit affordable senior living complex, in 2017. Two years later, the Texas Department of Housing and Community Affairs approved the demolition of the facility, located northeast of downtown Houston, with plans to build a new affordable senior housing complex on the site.

The demolition had been delayed due to residents suing the Houston Housing Authority, saying the five-day notice they’d received to vacate the property following Hurricane Harvey was not sufficient to find affordable housing of equal quality. The HHA maintained that first-floor damage sustained in the storm necessitated the building’s redevelopment.

By late August 2019, all tenants on the lawsuit settled out of court, and have the right to return to the property when redevelopment is complete. In the meantime, they are required to vacate by March 1, 2020. The building’s redevelopment will take three years.
