START Treatment Tops Out on New Headquarters

START Treatment & Recovery Centers, New York’s largest independent drug treatment agency, topped out at 22 Chapel St., a joint venture with Delshah Capital and OTL Enterprises. The 20-story residential tower will house START’s headquarters and bring more affordable housing to Downtown Brooklyn.

“We are thrilled to see 22 Chapel St.—a project three decades in the making—is near completion,” said Lawrence S. Brown, Jr., CEO of the nonprofit START Treatment & Recovery Centers. “During this difficult time, we are grateful to be on schedule with this project and help bring much needed housing to the Brooklyn community.”

Upon completion in late 2021, 22 Chapel will offer 180 apartments, 25% of which will be part of the Affordable New York housing program; 2,000 square feet of retail space, 15,000 square feet of community space; a rooftop pool, parking, a fitness center and playroom; and START’s 15,000-square-foot headquarters.
