Specht Works to Advance PDX Pearl Building Project
Portland-based Specht Development is working to move forward on the Pearl Building East, a proposed seven-story office building in downtown Portland. The 90,564-square-foot property is located at 520 NW 13th Ave. in the Thirteenth Avenue Historic District of the Pearl.
The upper six floors will contain office, while the ground floor will be for retail uses. The site currently is used for surface parking.
The project was approved in 2017 but that approval is expiring, and a building permit submitted last year has been delayed due to the COVID-19 pandemic.
Portland’s City Council is looking at extending land use reviews for projects approved in the past three years to give developers more time to finalize project plans and financing, as well as city planners need additional time to conduct reviews. If the city doesn’t amend zoning codes projects such as the Pearl East would need to re-submit and undergo a Type III Historic Resource Review.
