SoCal’s First Builder’s Remedy Project Wins Final Approval

The La Cañada Flintridge (LCF) City Council has approved Cedar Street Partners’ 600 Foothill Blvd. mixed-use development, clearing the final local hurdle for an 80-home project that includes 13% affordable units, 16 short-term stay suites, new office space and two levels of underground parking. The vote follows a series of landmark court rulings establishing the project’s eligibility under California’s Housing Accountability Act (HAA) and its builder’s remedy provisions.

Cedar Street said the 600 Foothill approvals finalize one of California’s most visible tests of the HAA and builder’s remedy since the state strengthened housing enforcement, an outcome repeatedly cited by
state officials and widely covered in the press as a cautionary tale for cities resisting state
housing law.

“This is a win for housing, for the rule of law, and for a community that needs more choices,” said Jonathan C. Curtis, managing member, Cedar Street Partners. Groundbreaking is set for 2026.
