San Diego County Planning Restrictions on March 3 Ballot

When the San Diego County Board of Supervisors updated its General Plan in 2010 to guide planning for more than 500,000 acres in the region’s unincorporated areas, it added a provision that lets projects apply for special exemptions in areas not zoned for new residential development or today’s density formats.

This General Plan amendment is now driving two Measures on the County’s March 3 ballot: Measures A and B.

Measure A requires all such granted exemptions for new development to receive voter approval to confirm Board approval, while Measure B addresses an exemption granted to the Newland Sierra master plan, a project just north of Escondido.

Simply put:

A yes vote on Measure A requires a countywide vote for all development projects granted a general plan amendment by the Board.

A yes vote on Measure B would affirm the Newland Sierra approval already granted by the Board.
