ROAD to Housing Act Advances in U.S. Senate

The Senate Banking, Housing and Urban Affairs Committee has marked up the Renewing Opportunity in the American Dream (ROAD) to Housing Act of 2025 and released it for consideration by the full Senate. As described by the Bipartisan Policy Center, the measure includes a wide range of policy approaches to address housing affordability and would represent “the most impactful and comprehensive piece of housing legislation since the Great Recession.”

Industry groups applauded the advancement of the bill, introduced by Sens. Tim Scott (R-SC) and Elizabeth Warren (D-MA). At the Mortgage Bankers Association, President and CEO Bob Broeksmit said Tuesday, “Many of the bill’s provisions will help to boost housing supply for both owning and renting, streamline federal housing program offerings and make small-dollar mortgage lending more available to consumers.”

The National Multifamily Housing Council, the National Apartment Association and the Real Estate Technology and Transformation Center issued a joint statement in support of the measure. “The ROAD to Housing Act finally treats housing supply as critical infrastructure by pairing zoning reform with smart incentives near transit and modernizing outdated rules,” said NMHC President Sharon Wilson Géno. “By aligning federal investment with local pro‑housing policies, Congress can help renters see real relief while spurring the private capital needed to build 4.3 million new apartments this decade.”
