Report: Residential Construction Driving Seattle Development Activity

Construction and investment activity continue to reshape downtown Seattle, with the urban core maintaining its position as the city’s primary residential hub and a key driver of economic recovery, according to the Downtown Seattle Association’s 2025 Year-End Development Guide.

The report, presented by Mortenson, highlights that nearly 8,500 residential units were under construction citywide at the end of 2025, and about 40% were being built downtown. Downtown Seattle ranked second among downtowns in residential units currently under construction, with 3,325 units underway.

Seattle added more than 1,600 residential units in 2025, ranking third among peer downtowns analyzed.
Three of the 10 largest residential projects under construction among peer downtowns are located in Seattle.

In 2025, downtown Seattle saw the completion of 10 new buildings, including residential projects, a hotel and additional affordable housing. As of December 2025, downtown had 12 projects under construction, representing 3,325 residential units, 247 hotel rooms and 1 million square feet of commercial space.
