Portland’s Largest Development Zoning Overhaul Since 1990s Finalized
New zoning rules now allow higher density residential development in Portland. The city council approved the Residential Infill Project, the largest overhaul of its codes since the 1990s that will permit construction of duplexes, triplexes, fourplexes, as well as cottage clusters, in parts of the city where previously only single-family housing was allowed.
The city enacted a ban on new extra-large homes on most lots, while adding requirements for more wheelchair-friendly housing. The council also created incentives for affordable housing in high-income neighborhoods and incorporated measures to encourage economic and racial integration.
More accessory dwelling units and cottages can now be built in areas with existing single-family homes. Off-street parking won’t be required for new housing and the new rules will also allow up to six units on residential lots, provided at least half of the units are affordable.
The city believes the new rules will better prepare it to meet future housing demand. It is projected that Portland will add 260,000 new residents by 2035.
