Portland Metro Considers Payroll Tax for $7B Transit Plan

The Portland Metro Council is set to vote next week on a $7 billion transportation package encompassing funding from federal sources and a tax on businesses based on total payroll. It is the largest transportation package in the history of Portland’s tri-county area and would need voter approval on the November ballot.

“These programs ensure that everyone in the region has an opportunity to benefit from the transportation measure,” said Margi Bradway, the deputy director of Metro’s planning department.

Projects envisioned to receive funding include building the proposed light rail extension to Bridgeport Village, as well as hundreds of millions of dollars in safety improvements along dangerous thoroughfares such as Tualatin Valley Highway, 82nd Avenue and McLoughlin Boulevard, as well as high-capacity bus routes.

The organization would allocate $50 million in annual spending to help TriMet shift away from diesel busses, fund annual transit passes for all Portland Metro-area high school students and build bike and pedestrian paths in each of the three counties.
