Portland Considers Development Deadline Extensions Due to COVID-19

The Portland City Council is considering extensions of development deadlines for projects in the works that have been impacted by the COVID-19 pandemic. That includes adjusting several administrative issues that have arisen as a result of slowdowns in processing applications as well as being able to perform work on jobs due to new physical distancing requirements or other guidelines designed to counter the spread of the disease.

The Council is set to vote on July 29th on several amendments including permanently extend pre-application conference approvals from one year to two years; approve the use of virtual neighborhood meetings; extend the compliance period for sites subject to non-conforming upgrade covenants; extend the expiration of already approved NW Master Plans until January 1, 2024 and extend Platt approvals 365 days before they expire.

In some cases, land review deadlines are expiring before applicants are able to act on them. The adjustments to Portland’s Planning and Zoning (Title 33) codes are expected to provide some relief amidst a slowdown in the permitting and development review process.
