NYCHA Gets Design-Build Authority
As Gov. Cuomo demands action on long-delayed repairs to public housing, the New York City Housing Authority has been granted powers to expedite the process. The State Assembly on Monday passed legislation that enables NYCHA to issue design-build orders covering both design and construction with a single contract.
Many of the city’s 326 public housing projects, which house 400,000 residents, “are aging and in need of maintenance and modernization,” said Assembly Speaker Carl Heastie. “This much needed legislation will allow NYCHA to speed up the procurement process.”
Mayor de Blasio on Tuesday issued a statement endorsing the bill’s passage. “The rest of Albany needs to follow the Assembly’s lead: stop playing games and promoting gimmicks,” he said.
However, Cuomo on Monday directed the state health department to investigate conditions at NYCHA properties. After touring a facility in the Bronx, he said, “conditions have gotten much, much worse recently.”
