New York City’s uneven recovery will present evolving challenges over the next few years, New York State Comptroller Thomas P. DiNapoli told the Association for a Better New York

NYC Enters Phase 4 of Reopening

New York Gov. Andrew M. Cuomo said Friday that New York City was cleared to enter Phase Four of the state’s reopening plan on Monday, meaning that every region of the state is now in Phase Four.

However, Cuomo warned of a second wave of COVID-19 coming to New York via travelers from other regions of the U.S. that are now seeing an uptick.  “I feel like we’re standing on a beach and we’re looking out at the sea and we see the second wave building in the distance, so I want all New Yorkers to be on high alert,” he said.

For New York City, entering Phase Four means that schools may reopen, pursuant to state guidance. It allows low-risk outdoor activities and entertainment at 33% capacity. Outdoor professional sports may be played, albeit without fans, and media production may also resume in Phase Four.
