Longview Attempting to Shutter Globe Inn

The city of Longview, TX is seeking to close the Globe Inn by filing a case with the Texas Attorney General’s Office, under the state’s public nuisance abatement law. The statute allows a municipality to shutter a property if it can be proven that the owner “allowed the illegal activity to occur on the property and failed to make reasonable attempts to stop it.”

According to the city, owners Henry and Halinda Lapinski were provided with an opportunity to address the issues. However, Henry Lapinski told the Longview News-Journal “They told me to shut down or they’re going to make a case on me. They gave me no choice.” The Lapinskis have owned the property for more than 20 years.

The Longview Police Department indicated that the property at 1300 E. Marshall Ave. generated 2,400 police contacts, and more than 250 arrests from Dec. 31, 2014-Jan. 31, 2018. Contacts don’t always result in arrests and reports.
