Long-Stalled Redevelopment Commences at Bakersfield’s Former East Hills Mall

The development team behind City Lights, a 350,000-square-foot open-air retail destination planned for Northeast Bakersfield on the site of the former East Hills Mall, announced that construction has begun on the project at 3000 Mall View Road. The center is scheduled to open in the Spring of 2027.

The development team includes Fresno-based Parnagian Capital Group, Southern California-based Stephen Zimmerman of ZDI and Los Angeles developer Michael Heslov of Soboroff Partners. Leasing is being led by Duane Keathley and Vince Roche of Cushman & Wakefield, who are actively working with national retailers interested in joining the project. Additional development team members include Moorefield Construction, Bickel Group Architecture, IMG Construction Management and civil engineering firm McIntosh & Associates.

“City Lights represents a transformative moment for Northeast Bakersfield,” said Heslov. “After years of stalled redevelopment attempts at the former East Hills Mall site, this project is finally delivering the modern, amenity-rich retail experience that residents have been asking for.”
