Lawyers in Real Estate 2020: Bilzin Sumberg’s Javier Avino

Bilzin Sumberg partner Javier Avino is deeply embedded in the local land use community and has been at the forefront of some of the most transformational development projects in South Florida. In 2017, Avino became the youngest Practice Group Leader in Bilzin Sumberg’s history when he was selected to lead the firm’s Land Development & Government Relations Practice.

Most notable among numerous projects on which he has steered Bilzin Sumberg’s client representation, Avino led the team that represented Miami Produce Center, LLC in processing a Special Area Plan (SAP) application in Miami’s Allapattah neighborhood in March 2019. The project encompasses approximately nine acres of land and will incorporate retail, residential uses, offices, restaurants, and educational components while integrating the industrial character of the neighborhood. Over the past year, Avino and the team guided the client through the development of a regulating plan unique to the project, discussions, and meetings with City staff, public meetings with neighborhood groups, and a development agreement with the City of Miami.

The approval for the Miami Produce Center is particularly significant due to the size and complexity of the megaproject. As a result of the firm’s representation, the approval of this complex project led the City of Miami to take the first step toward implementing more innovative co-living regulations.

Aside from his casework, Avino demonstrates his leadership skills through the many positions he holds in the community. He currently serves on the Board of Directors of the Latin Builders Association, where he assists the organization in raising funds for the Latin Builders Association Construction and Business Management Academy Charter High School. Avino is a Legislative Committee Member for Builders Association of South Florida, a member of Urban Land Institute’s Multifamily Florida Product Counsel, part of the transit committee for the Miami Downtown Development Association, and a board member for the nonprofit organization Voices for Children.

It’s for these reasons that we named Javier Avino to our inaugural grouping of Lawyers in Real Estate. These are real estate attorneys who have distinguished themselves in both their practice and the larger community.

Since 1999, Paul has volunteered as the newsletter editor of passenger rail advocacy groups (one national, one local).
