KC Approves Funds to Kickstart Final Phase of Midtown Plaza

Kansas City recently approved a $750,000 appropriation of surplus Midtown tax increment financing revenue for the last residential portion of the multiphase Midtown Plaza project.

The project spans more than 5.2 acres and was home to the former Missouri Gas Energy call center building, reported the Kansas City Business Journal. The first phase was completed in 2021 by Kartel Capital and Cohen-Esrey Development Group, converting the seven-story building into the 108-unit Midtown Plaza Apartments.

The funds will help kickstart the final phase of the development. Kartel Capital’s plans — which were revised and approved in 2002 — call for a structure with 202 residences and an 18,000-square-foot retail and office building south of the former call center building. The project’s reuse of an unused property and compliance with the city’s affordable housing standards factored into the decision to approve the cash infusion.
