Innovation District Proposed for Civic Center

A proposed master plan for the City of Los Angeles’ Civic Center incorporates innovation districts designed to infuse more life into the area. The plan envisions adding a mix of uses including residential, retail and open, green space.

The collection of government office buildings north of 1st Street house the largest number of public employees outside of Washington, D.C. Yet after work hours, there is little reason to remain or visit the area.

The master plan, prepared by IBI Group and Ernst & Young, will guide development over the next 15 years. A key component of the plan is a first-of-its-kind Civic Innovation District, that features a retooled area built along an “axis scheme.”

New pedestrian corridors between City Hall and Little Tokyo, the Historic Core, Union Station and El Pueblo would be flanked by a series of mixed-use buildings.
