Fairfax County Approves Judicial Complex Infill Development 

Fairfax County’s Board of Supervisors has approved an amendment to the Comprehensive Plan to facilitate the development of public facilities, retail, and affordable housing at the 48-acre judicial complex in Fairfax city. This milestone allows for the construction of 700,000 square feet of public office buildings and up to 300 affordable multifamily units on county land at 4110 Chain Bridge Road and 10700 Page Ave.  

The current site hosts about 1.4 million square feet of public buildings, including courts and detention centers. The long-term plan includes building four new public structures, increasing the site’s total public space to over 2 million square feet, alongside private developments such as City Centre West and The Ox Fairfax. The first new building, housing court support services and police, is pending rezoning approval this fall.  

Future phases include demolishing old buildings for new public structures and an affordable apartment complex. The plan also accommodates nonprofits, volunteer groups, and markets for employees and visitors.
