ECD Preserves 345 Montgomery Affordable Housing Units 

Montgomery County, Maryland, recently stepped in to save Westchester West Apartments from potential rent hikes and displacement of residents. After being informed of the building’s sale, concerned tenants partnered with community organization Action in Montgomery to seek county intervention under the Right of First Refusal law.  

Montgomery County Executive Marc Elrich and Councilmember Natali Fani-Gonzalez directed the Department of Housing and Community Affairs (DHCA) to purchase the property for $67 million. DHCA then sold it to Enterprise Community Development (ECD) for the same amount. ECD will oversee the property’s long-term plan, including preserving affordability, addressing maintenance needs, and enhancing resident services.  

With 345 units saved from potential rent increases, the move ensures affordable housing preservation and sets an example for proactive intervention to protect vulnerable communities.
