East River Park Would be Raised in Revised Flood-Barrier Plan
The de Blasio administration will pursue an alternative design for a two-mile flood barrier along Manhattan’s Lower East Side. Although reportedly twice as costly as the originally projected $760-million plan, the updated design is intended to allow the project to be completed sooner and to provide more protection along the East River waterline.
The new plan calls for raising the entire East River Park, a move that elevates the park above the floodplain. It also shifts much of the heavy construction work away from residents who live near FDR Drive and toward the waterline.
Devised in the aftermath of Hurricane Sandy, the East Side Coastal Resiliency project was originally introduced in 2014, as part of a larger flood-control project known as the Big U. The de Blasio administration will present the revised plan to local elected officials, the Community Board and other neighborhood stakeholders at upcoming meetings this fall.
