Details of Oregon Gov. Brown’s Reopening Plan Emerge

Oregon Governor Kate Brown’s “Reopening Oregon” plan for the state from the COVID-19 shutdown began to emerge this week. A draft proposal included such potential details as requiring county officials to submit formal reopening requests and certify enough personal protective equipment is available for first responders.

The framework for the draft plan could be revised, though state officials anticipate it being finalized the week of May 4th. The goal of the three-phased effort is to include specific guidelines addressing different business sectors as well as geographic regions.

The Governor’s office indicated the draft is not a final version, and they are are still seeking input from leaders across the state.

Relaxing restrictions that have been in place since March is contingent on several factors. Among them are declines in identified coronavirus cases in the state, and increasing the state’s capacity to test people and trace their contacts. Oregon may not be in a position to reopen parts of the economy until late May, according to some modeling.

The first phase includes businesses or activities such as sit-down restaurants; gyms; bars; personal services; large venues such as churches and theaters; schools and organized youth activities; as well as visitors to hospitals or senior care centers; and non-emergency medical procedures.

Initially, all vulnerable people will be encouraged to stay home, non-essential travel will be minimized, and people will be encouraged to work from home. Social gatherings of more than 10 people will be discouraged, though is pending an endorsement by health officials.
