Dallas’ Plan: 20,000 Affordable Homes in Three Years

The Dallas City Council unanimously approved a comprehensive housing policy that calls for producing 20,000 affordable homes in three years. The plan’s goal: To lure middle-class owners from the suburbs back into the city of Dallas. The policy will create redevelopment, stabilization and emerging market areas, in which the city will offer zoning and financial strategies to increase housing production, fix existing housing, and encourage more home buys.

Critics of the plan claimed that the policy, based on a market-value analysis of the city’s existing housing stock, cut out some of the needier neighborhoods. In addition, council members will need to approve some of the tools to implement the policy. However, council member Casey Thomas, District 3 was glad that few seemed to really love the policy. “Whenever everyone’s not happy, you know something was done right,” he told the Dallas Morning News.
