Cordia to Spend $75M on Downtown Phoenix Chilled Water System Expansion

Cordia broke ground on Energy Center Phoenix (ECP) Plant 4, a new state-of-the-art, carbon-free chilled water facility located at 709 N. 6th Street. Plant 4 represents a total investment of $75 million and will add 10,200 tons of chilled water capacity to Cordia’s downtown Phoenix system, powered entirely by carbon-free electricity sourced through a partnership with Arizona Public Service (APS). The facility is expected to become fully operational by Summer 2027. 

Cordia’s downtown Phoenix district energy system provides cooling to over 44 buildings, including Chase Field and the Convention Center, using three plants, 16 chillers, and 4 miles of underground piping. This system uses electric chillers and ice storage for efficiency. The 27,500-ton capacity network serves major downtown venues.

Cordia’s existing downtown chilled water system has been approaching capacity limits. Plant 4 will ensure connections receive reliable, sustainable cooling service for decades to come. 

Plant 4’s infrastructure includes six 1,700-ton chillers, cooling towers, interior and exterior electrical systems, a mezzanine, and a dedicated control room.
