Congestion Pricing: How It Plays Out is TBD

The inclusion of congestion pricing in the fiscal 2020 New York State budget is “a historic moment for our state,” said Carlo Scissura, president of the New York Building Congress. And the Wall Street Journal opined that in becoming the first big city in the U.S. to enact tolls in its CBD, New York City will lead the way for the rest of the nation.

Exactly what that role model will look like remains to be seen. The budget agreement hammered out on Sunday spelled out where the tolls will be collected: Manhattan, south of 60th Street.

Still to be determined, though, is much of the structure of the new program, including the amount of the tolls and any exemptions. And in contrast to the “mansion tax” on high-end residential property sales that takes effect on July 1, congestion pricing won’t occur until Dec. 31, 2020 at the earliest.
