City Council Takes Two Bridges Plan to State’s Highest Court

The New York City Council seeks to overturn a unanimous decision by the state Appellate Division that will allow a development group to proceed with a quartet of residential towers in Lower Manhattan’s Two Bridges neighborhood, Crain’s New York Business reported. “We’re appealing directly to the New York Court of Appeals,” a spokeswoman for City Council Speaker Corey Johnson told Crain’s.

The council and Manhattan Borough President Gale Brewer had brought a case against projects from JDS Development Group, Starrett Development, L&M Development Partners and CIM Group. They argued that the City Planning Commission shouldn’t have approved their applications and that the council needed to review the projects first.

Although Judge Arthur Engoron of state Supreme Court in Manhattan ruled in the council’s favor in February, the Appellate Division unanimously reversed his decision in August.

A spokesman for the developers expressed confidence that the Appellate Division’s ruling would stand.
