City Council Okays Gowanus Rezoning, NY Blood Center Expansion

The New York City Council approved rezonings just before Thanksgiving that will facilitate the de Blasio administration’s Gowanus Neighborhood Plan and the New York Blood Center’s $750-million expansion of its Upper East Side headquarters. For the Blood Center, the council’s approval greenlights construction of a 230-foot-tall tower adjacent to its East 67th Street offices. 

“Rezoning Gowanus – and unlocking a high-opportunity, transit-rich neighborhood in the heart of Brooklyn for new generations of New Yorkers – is a transformative step toward building a recovery for all of us,” said Mayor Bill de Blasio. He added that following “years of hard work,” the rezoning brings Gowanus “the jobs, housing, and open space it deserves.” 

At a news conference, City Council Speaker Corey Johnson said, “This project has citywide importance because of what the Blood Center does for the health care system, for hospitals, for the future of life sciences in New York City.”
