Chicago RFP Yields Five Bids to Develop City’s First Casino

Five proposals were submitted for the City of Chicago’s RFP seeking development plans for the city’s first casino-resort. The winning proposal, to be determined by a review committee, will be awarded Chicago’s sole casino owner’s license.  

Alphabetically, the proposals were as follows: 

  • Bally’s Corporation submitted two proposals for two different sites; its casino operations would be self-managed   
  • HR Chicago, LLC, single site, with operations managed by an affiliate, Hard Rock International  
  • Rivers Chicago at McCormick, LLC, single site, to be managed by Rush Street Gaming, LLC  
  • Rivers 78 Gaming, LLC, single site, also managed by Rush Street Gaming, LLC  

“The submission of bid responses represents a major step toward the thoughtful development of a casino-resort that uplifts our businesses, employs and empowers our residents and encourages tourism,” said Mayor Lori Lightfoot. “We look forward to the next phase of discussions to bring this world-class entertainment experience to our city.”
