Change Happens opens 74-unit affordable senior housing facility in Houston

Change Happens Opens Houston Senior Affordable Housing Project

Change Happens CDC and NHP Foundation have opened The Citadel at Elgin, a 74-unit affordable housing complex for seniors at 3331 Elgin St. in Houston.

The $28 million project will serve households ages 55 and older.

Twelve units will be affordable for people making up to 80 percent of the region’s median income, 43 units for people making up to 60 percent, 8 for those making up to 50 percent, and 11 for those making up to 30 percent. Published rates range from $846 to $1,179 a month.

Amenities include a second-floor terrace, landscaping, fitness center, grilling facilities, and club room with a full kitchen.

Change Happens CDC is a non-profit 501(c)(3), funded largely by individual donors, corporations, and government agency grants at the local, state, and federal levels. CDC says it does not profit from charging residents market-rate, which means they can provide housing at more affordable rates.
