California’s TOD Rezoning has Broad Implications
There are national consequences to a bill currently being reviewed by California lawmakers as California serves as a model for other states. CA Senate Bill 827 will directly affect Los Angeles housing, as well as cities like San Francisco. Written by Senator Scott Wiener (D-San Francisco), the bill aims to loosen or eliminate current restrictions on height, parking, density, and design for transit-oriented properties.
SB 827 would allow for five-story residential buildings, and eight-story ones on wider streets, in residential neighborhoods within a quarter-mile of where buses stop every 15 minutes during rush hour, and light rail and subway stations. The LA Times found 19,000 parcels that could be affected, potentially transforming single-family homes into 45 to 85-foot multi-family buildings.
Wiener’s goal is to alleviate traffic congestion, help the environment, and combat rising housing costs, but opponents feel that it will trigger redevelopment in single-family neighborhoods and affect historic preservation. The bill requires that for the first year, families in these neighborhoods would be offered to move into the buildings for their same rent, and that rent-controlled buildings couldn’t be demolished unless City Council explicitly approves.
Whether it passes or not, people believe it will change the conversation around affordable housing and the environment within the state legislature.
