California Rent Control Bills on Assembly Docket This Week
A pair of California rent control bills are set to receive their first legislative hearings on April 25. The bills would significantly expand rent control in the state.
The Assembly Committee on Housing and Community Development will hold special hearings on AB 1482, which would apply rent control to every unit in California, and AB 36, which would weaken California’s Costa-Hawkins Act.
California Apartment Association’s Tom Bannon says, “Applying rent control statewide and allowing rent caps on single-family homes and newer construction would only worsen our housing shortfall. We need to encourage new housing, not create policies that stifle its creation.”
Assembly Bill 1482 seeks to impose a cap on rent increases, and would only allow a landlord to terminate a tenancy for cause. As proposed, the actual rent cap to be imposed has not yet been set.
Assembly Bill 36 would allow rent control to be imposed on rental properties once they are 10 years old. It would allow cities and counties to expand local rent control laws to single-family homes and newer construction.
