Boston Proposes New Regulations to Achieve “Net Zero” 

The Boston Planning and Development Agency is proposing new regulations for larger buildings to achieve “net zero” carbon emissions from their opening, reviving a policy shelved two years ago. The proposal would also require reporting of a building’s embodied carbon, emissions released by construction materials.  

Lab, hospital, and manufacturing buildings would have longer timelines to reach net zero. The proposal aims to establish baseline metrics for future regulation. Mayor Michelle Wu’s administration previously opted not to pursue a gas hookup ban for new construction. The BPDA is seeking feedback on the proposal by May 28, with a board vote expected on June 13. 

Boston has been active in implementing climate-focused real estate regulations, with Mayor Wu adopting a strict energy code for new buildings last year and legislation requiring larger existing buildings to reduce emissions.
