Ashburn Office Park Redevelopment Plan Pivots to Townhomes 

Finmarc Management Inc. is shifting its plans for the Telos Corp. headquarters office site in Ashburn, now aiming to redevelop it into a 336-unit townhome community instead of a data center, Washington Business Journal reported. The Bethesda-based real estate development company filed pre-application materials seeking to rezone the 25-acre parcel for the residential project, located at 19886 Ashburn Road, near One Loudoun. 

The change in plans follows Finmarc’s previous application for a site plan to build a 180,000-square-foot data center on the property, reflecting a shift in strategy. The proposed townhome community would replace existing buildings from the 1980s and complement nearby retail options. The site is currently leased by Telos Corp. for its headquarters through 2029. 

Loudoun County has been resistant to new data center developments along Route 7 and near existing residential communities. The proposed residential redevelopment aligns with the county’s 2019 General Plan for Suburban Mixed-Use, which encourages a mix of multifamily residential, office, retail, hotel, and institutional core uses, but does not include data centers.
