AECOM JV Will Take Lead on Rikers Island Replacement

A joint venture led by AECOM will oversee the city’s first-ever design-build program, which will replace the Rikers Island Correctional Facility with separate facilities in four of the five boroughs. The New York City Department of Design and Construction (DDC) selected AECOM and Hill International to oversee the project, which is estimated to cost $8.7 billion.

Mayor Bill de Blasio said last month that Rikers would be closed by 2026. The new borough-based correctional facilities will be located in Manhattan, Brooklyn, Queens and the Bronx.

AECOM-Hill will work directly with DDC to structure the procurement, develop the program requirements and manage four separate design-build teams, one for each of the new borough-based facilities.

“We’re humbled to support DDC and the City of New York on this first-of-its-kind transformative design-build program,” said AECOM’s Steve Morriss. The contract from DDC, which follows an RFP issued last October, is valued at $107.4 million.
