$9B Plan to Close and Replace Rikers Island Goes to City Council

The City Planning Commission voted 9-3 Tuesday for a plan to build jails in Manhattan, the Bronx, Queens and Brooklyn that would replace the Rikers Island complex. The proposal now goes to the City Council for final approval.

Backed by the de Blasio administration, the $9-billion plan entails winding down operations at Rikers by 2026 and replacing it with four smaller facilities. It’s contingent on the city reducing its prison population to 4,000 in seven years, compared to an average of 9,400 inmates citywide in 2017.

The four jails are slated to be built on the site of a nine-story government building at 80 Centre St. in Lower Manhattan, the New York Police Department’s Bronx tow pound in Mott Haven, the currently shuttered Queens Detention Center in Kew Gardens and the Brooklyn House of Detention in Cobble Hill, the New York Post reported.
