390 Affordable Apartments for Harlem

City officials approved a zoning change to allow hundreds of new affordable apartments to spring up on a rare city-owned site in East Harlem, on the edge of the Upper East Side.

Officials from New York City’s Department of Housing Preservation & Development will select the developer — though one team has already shown an interest. Tahl-Propp and their partners L&M Development, along with architects and a service provider, spoke in favor of HPD’s proposal for the site at a September meeting of the NYC Planning Commission.

The priciest of the 390 proposed apartments at 1461 Park Avenue would be affordable to households earning up to 130% of the area median income. Most (80%) would be affordable to households at or below 80% of the AMI (approximately $69,000).

The plan also includes 3,201 square feet of commercial space, and 38,000 square feet for a community facility.
