$368M CARB SoCal Facility Moves Forward
California’s Dept. of General Services awarded the new $368 million Southern California Consolidation project for the California Air Resources Board (CARB) to the design-build team of Hensel Phelps, ZGF Architects LLP, and Affiliated Engineers, Inc. The 380,000-square-foot, 19-acre project will be located in Riverside, near the UC Riverside campus.
The facility is envisioned as one of the largest and most advanced vehicle emissions testing and research facilities in the world, as well as the largest true zero net energy facility of its type in the world.
Five existing locations, currently spread throughout Los Angeles, will consolidate into a single, state-of-the-art facility housing more than 400 employees. It will include office space, dedicated test cells, an advanced chemistry laboratory, workspace for new test methods for future vehicles, and space for developing diagnostics and emissions measurement systems. There’s also visitor reception and education areas, a media center, flexible conference areas, and a large public auditorium.
