2,500 Apartments Proposed for Staten Island’s Empire Outlets and New York Wheel Sites

The Adams administration has unveiled a new vision for the Empire Outlets and New York Wheel sites on Staten Island’s North Shore. The plan would add up to 2,500 new residential units along the waterfront, along with expanded open space and retail options.

The new vision will build upon the success of the Staten Island North Shore Action Plan, unveiled in 2023 by Mayor Eric Adams, the New York City Economic Development Corporation (NYCEDC), Councilmember Kamillah Hanks and Borough President Vito Fossella. Over the past two years, more than 10 milestones have been achieved, including selection of a developer for the city’s largest mass timber residential development in Stapleton.

NYCEDC has also commenced the design process for a reimagined Pier 1 and North Shore Esplanade: St. George, the area of esplanade in front of the former New York Wheel site. Both projects will reestablish public access to two key waterfront open spaces.
